Paraphrase: Bullying is a way to make kids feel better about themselves, they also keep it up because they like the feel of power of authority, no matter who it is over, and they don't know any better.
Summary: Why is it so wrong that kids, at such a young age, feel the need to be superior to other classmates? How can we pay for sex education but not for bullying education? This has been going on too long and it needs to stop, the way to make it stop starts with you.
